An early version of a Flash Mob perhaps? All of these figures are 1/30 scale (~60mm) metal figures made by a company called King & Country, located in Hong Kong.
The cobblestone mat is made by Cigar Box Battle Mats and I made the buildings from scratch. It is kind of fun to move the various citizens around the game table and set up new vignettes.

It is so much fun to watch this project develop, Jim! The perfect way to begin a Saturday morning. It reminds me of a Time-Life book my parents had (on my bookshelf now) about the Roman Empire that featured a section on its military machine and sieges specifically. What I loved best was a centerfold that featured hundreds of miniatures and scenery. Your work is even better (by quite a stretch) than that featured in the book. Can't wait to see what appears next!

Lovely town vignette, the K&C figures look really top notch.
